That is an outdated idea contradicted by overwhelming evidence. It is true that China has pursued large-scale <a href=\"https:\/\/www.amazon.com\/Chinese-Industrial-Espionage-Acquisition-Modernisation\/dp\/0415821428\" target=\"_blank\" rel=\"nofollow noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=https:\/\/www.amazon.com\/Chinese-Industrial-Espionage-Acquisition-Modernisation\/dp\/0415821428&amp;source=gmail&amp;ust=1498082908618000&amp;usg=AFQjCNE08E8YjJPNXZgzIABQuxUrGP48Vg\">industrial espionage<\/a>, enabled through cyber and human means, and will likely continue to take advantage of technology transfers, overseas investments, and acquisitions <a href=\"https:\/\/www.nytimes.com\/2017\/03\/22\/technology\/china-defense-start-ups.html?hpw&amp;rref=business&amp;action=click&amp;pgtype=Homepage&amp;module=well-region&amp;region=bottom-well&amp;WT.nav=bottom-well\" target=\"_blank\" rel=\"nofollow noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=https:\/\/www.nytimes.com\/2017\/03\/22\/technology\/china-defense-start-ups.html?hpw%26rref%3Dbusiness%26action%3Dclick%26pgtype%3DHomepage%26module%3Dwell-region%26region%3Dbottom-well%26WT.nav%3Dbottom-well&amp;source=gmail&amp;ust=1498082908618000&amp;usg=AFQjCNHg7jyHhTNq0LlkhX25Z7vMN93FYw\">targeting<\/a> cutting-edge strategic technologies. However, it is undeniable that China\u2019s capability to pursue independent innovation has increased considerably. This is aptly demonstrated by China\u2019s cutting-edge advances in emerging technologies, including artificial intelligence, <a href=\"https:\/\/www.nitrd.gov\/nitrdgroups\/images\/b\/b4\/NSA_DOE_HPC_TechMeetingReport.pdf\" target=\"_blank\" rel=\"nofollow noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=https:\/\/www.nitrd.gov\/nitrdgroups\/images\/b\/b4\/NSA_DOE_HPC_TechMeetingReport.pdf&amp;source=gmail&amp;ust=1498082908618000&amp;usg=AFQjCNHrcrgycBl8up_n7euS_Kdg4r0KOg\">high-performance computing<\/a>, and <a href=\"https:\/\/jamestown.org\/program\/quantum-leap-part-1-chinas-advances-quantum-information-science-elsa-kania-john-costello\/\" target=\"_blank\" rel=\"nofollow noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=https:\/\/jamestown.org\/program\/quantum-leap-part-1-chinas-advances-quantum-information-science-elsa-kania-john-costello\/&amp;source=gmail&amp;ust=1498082908618000&amp;usg=AFQjCNE2gDjKuv9Adb3ZyG5hhmWA2ln4Gw\">quantum information science<\/a>.<\/p><\/blockquote>\n<p>I&#8217;d add that the vast majority of the Chinese population can be below average in creativity, and it doesn&#8217;t matter. Remember, computers are <em>multipliers<\/em>; if the right team of Chinese researchers is brought together by, say, the <i><b>People&#8217;s Liberation Army<\/b><\/i>, their work can be spread quickly through the replication automatically associated with computers.<\/p>\n<p>And Elsa&#8217;s article is vastly unsettling. Consider this:<\/p>\n<blockquote class=\"gmail_quote\"><p>Indeed, China aspires to lead the world in artificial intelligence. Under the Thirteenth Five-Year Plan, China <a href=\"http:\/\/www.most.gov.cn\/ztzl\/lhzt\/lhzt2017\/hkjlhzt2017\/hkj_fbh02\/201702\/t20170228_131502.htm\" target=\"_blank\" rel=\"nofollow noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/www.most.gov.cn\/ztzl\/lhzt\/lhzt2017\/hkjlhzt2017\/hkj_fbh02\/201702\/t20170228_131502.htm&amp;source=gmail&amp;ust=1498082908618000&amp;usg=AFQjCNHKPugB7_HtDJ05Tk-qU-EF8HqwRA\">has launched<\/a> a new artificial intelligence megaproject. \u201cArtificial Intelligence 2.0\u201d will advance an ambitious, multibillion-dollar national agenda to achieve predominance in this critical technological domain, including through extensive funding for basic and applied research and development with commercial and military applications. In addition, China has <a href=\"http:\/\/www.scmp.com\/tech\/china-tech\/article\/2072692\/chinas-first-deep-learning-lab-intensifies-challenge-us-artificial\" target=\"_blank\" rel=\"nofollow noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/www.scmp.com\/tech\/china-tech\/article\/2072692\/chinas-first-deep-learning-lab-intensifies-challenge-us-artificial&amp;source=gmail&amp;ust=1498082908618000&amp;usg=AFQjCNHVmQ_REO1IBYUN_cw0tlMIo_u_-w\">established<\/a> a national deep learning laboratory under Baidu\u2019s leadership, which <a href=\"http:\/\/www.scmp.com\/tech\/china-tech\/article\/2072692\/chinas-first-deep-learning-lab-intensifies-challenge-usartificial\" target=\"_blank\" rel=\"nofollow noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/www.scmp.com\/tech\/china-tech\/article\/2072692\/chinas-first-deep-learning-lab-intensifies-challenge-usartificial&amp;source=gmail&amp;ust=1498082908618000&amp;usg=AFQjCNGAf-h6g4BrtgyrB7M2qk_T8B37JQ\">will pursue<\/a> research including deep learning, computer vision and sensing, computer-listening, biometric identification, and new forms of human-computer interaction.<\/p><\/blockquote>\n<p>And now consider who&#8217;s in charge in Washington &#8211; a bumbling, weak fool in the White House, an ideologically driven Islamophobe (or two) as his advisor, and Congress controlled by such power-hungry folks that they&#8217;ve shattered the political norms which have kept this nation going for 200+ years, and appear certain that however they stumble and screw around, all will be well because they think of themselves as <em>the chosen ones<\/em>.<\/p>\n<div style=\"width: 364px\" class=\"wp-caption alignleft\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/pbs.bento.storage.s3.amazonaws.com\/hostedbento-prod\/filer_public\/Pearl%20Harbor%20-%20USS%20Oklahoma%20-%20The%20Final%20Story\/Photos\/PaerlHarborUSSOklahoma_SocialImage.jpg?resize=354%2C199\" alt=\"\" width=\"354\" height=\"199\" \/><p class=\"wp-caption-text\"><em><strong>U.S.S. Oklahoma<\/strong>, capsized after the Pearl Harbor Attack. <br \/>Source: <a href=\"http:\/\/www.pbs.org\/program\/pearl-harbor-uss-oklahoma-final-story\/\" target=\"_blank\" rel=\"noopener\"><strong>PBS.org<\/strong><\/a><\/em><\/p><\/div>\n<p>Meanwhile, China has its own problems, but its government \/ governing Party is a forward looking group fixated on technological advancement in service to their own national mythos of superiority &#8211; and a determination to prove it in the future. Indeed, their pursuit of technological innovation as a pathway to world domination has some unpleasant reminders in my understanding of the run up to World War II, wherein the Japanese worked hard on developing naval air power, while the American and British navies disregarded the potentialities of naval air power in favor of the old standbys of the great battleships. This failure to look into the future nearly cost both nations their futures.<\/p>\n<p>I do not think the <del>War Department<\/del> Department of Defense has that problem &#8211; but I think the <i><b>GOP <\/b><\/i>has lost its focus on the outside world. I do not think they perceive other nations accurately, and I think their flawed understanding of governance is leading them to believe they can fund the US government on the cheap without regard to the expenses of defending the nation against future threats on future battlefields. They <em>do<\/em> call for greater spending on war materiel (but not diplomacy, which is another indicator of their foolishness), not because of forward thinking or innovative new approaches, but because building a new aircraft carrier group brings a lot of cash to Congressional districts.
