That\u2019s a six-point bump for Parnell since March, when he began running TV ads, and it\u2019s closer than the margin in Mulvaney\u2019s last few races or the last presidential elections in South Carolina\u2019s 5th District.<\/p>\n<p>Mulvaney, the first Republican to win the district, won his elections while a Democrat was in the White House. In a Trump-era election, ALGR finds Democrats more interested in voting, twice as likely (5o percent to 26 percent) as Republicans to call the election \u201cvery important.\u201d Just 42 percent of the district\u2019s voters back the American Health Care Act, which the pollster described as the bill \u201cto repeal and replace\u201d the current health-care law. Fifty percent of voters opposed it.<\/p><\/blockquote>\n<p>Just how has this seat swung over the years? South Carolina gained a Congressional House seat in the census of 2010, which more or less rewrote the district maps of South Carolina, according to <a href=\"https:\/\/ballotpedia.org\/South_Carolina%27s_5th_Congressional_District\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=https:\/\/ballotpedia.org\/South_Carolina%2527s_5th_Congressional_District&amp;source=gmail&amp;ust=1496368035660000&amp;usg=AFQjCNF3u40h7R0xaeE53JkgzwrimygVwA\"><i><b>Ballotpedia<\/b><\/i><\/a>. Thus, whereas the <i><b>GOP <\/b><\/i>often didn&#8217;t even run a candidate prior to the census in the <del>Georgia<\/del> South Carolina 5th, in 2010 Mick Mulvaney (R) defeated the incumbent. In the 2016 election, Mulvaney won by nearly 21 points.<\/p>\n<blockquote>\n<div style=\"width: 490px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/chart.apis.google.com\/chart?chs=480x256&amp;cht=lc&amp;chtt=South Carolina's 5th District&amp;chd=s:4498,tton,AAAA,AAAC&amp;chco=ff0000,0000ff,0faf9f,00ff00&amp;chdl=Republican|Democrat|Write-in|American&amp;chxl=0:|Y'2010|Y'2012|Y'2014|Y'2016|1:|% of Vote|2:|Year|&amp;chxt=x,t,r\" alt=\"\" width=\"480\" height=\"256\" \/><p class=\"wp-caption-text\">Data from <a href=\"https:\/\/ballotpedia.org\/South_Carolina's_5th_Congressional_District\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Ballotpedia<\/strong><\/a>, chart from <strong>Chartpart<\/strong><\/p><\/div><\/blockquote>\n<p>So, if the poll results are accurate, Democrat Parnell being down by only 10 points represents\u00a0a significant move. The special election date is June 20th, giving Mr. Parnell another 20 days to persuade the local independents that he&#8217;s worth their vote.<\/p>\n<p>So far, the <em><strong>GOP<\/strong><\/em> has held on to what should have been easy seats in Montana and Kansas, but by far smaller margins than expected.
