Reasonableness on the Horizon?"},"content":{"rendered":"<p>On <strong><em>Lawfare<\/em><\/strong> Quinta Jurecic\u00a0<a href=\"https:\/\/www.lawfareblog.com\/trump-selects-dan-coats-director-national-intelligence\" target=\"_blank\">introduces<\/a> Trump&#8217;s pick for Director of National Intelligence, Dan Coats:<\/p>\n<blockquote>\n<p dir=\"ltr\">While on the Senate Intelligence Committee, Coats signed on with the <a href=\"http:\/\/www.feinstein.senate.gov\/public\/_cache\/files\/d\/b\/db587bbf-f52d-47eb-b90c-a60ff3f92484\/B184465DC41EB54A90B740167B0BA173.sscistudy3.pdf\" target=\"_blank\" rel=\"nofollow\">minority<\/a> in the committee\u2019s report on interrogation, along with Senators Richard Burr, James Risch, Marco Rubio, and Tom Coburn. He was one of only three members of the committee to <a href=\"http:\/\/thehill.com\/policy\/defense\/202606-senate-panel-votes-to-declassify-interrogation-report\" target=\"_blank\" rel=\"nofollow\">vote against<\/a> <a href=\"http:\/\/foreignpolicy.com\/2014\/04\/03\/republicans-join-democrats-in-vote-to-declassify-senate-torture-report\/\" target=\"_blank\" rel=\"nofollow\">declassifying<\/a> the report in 2014. Coats <a href=\"http:\/\/www.usatoday.com\/story\/opinion\/2014\/10\/21\/nsa-911-senate-intelligence-committee-dan-coats-editorials-debates\/17690651\/\" target=\"_blank\" rel=\"nofollow\">opposed<\/a> the USA Freedom Act and <a href=\"http:\/\/tinyurl.com\/hwfnbqb\" target=\"_blank\" rel=\"nofollow\">voted against it<\/a>, writing that the legislation significantly weakened U.S. intelligence capabilities.<\/p>\n<p dir=\"ltr\">Notably, Coats is <a href=\"http:\/\/www.indystar.com\/story\/news\/politics\/2014\/03\/20\/sen-coats-banned-entering-russia-retaliation-sanctions\/6661473\/\" target=\"_blank\" rel=\"nofollow\">banned from entering Russia<\/a>\u2014along with a number of other Senators and government officials\u2014due to his support for sanctions against Russia in response to the annexation of Crimea in 2014. At the time, Coats stated that he found Russia\u2019s behavior \u201cunacceptable\u201d and declared his intention to \u201clead efforts on Capitol Hill to bring Putin to his senses.\u201d During his most recent term in the Senate, he was known as a Russia hawk who <a href=\"http:\/\/www.npr.org\/2017\/01\/05\/508417418\/trump-picks-ex-senator-banned-from-russia-as-his-intelligence-chief\" target=\"_blank\" rel=\"nofollow\">routinely<\/a> <a href=\"https:\/\/www.washingtonpost.com\/politics\/trump-expected-to-name-ex-senator-dan-coats-as-director-of-national-intelligence\/2017\/01\/05\/6ad3a7f6-d380-11e6-945a-76f69a399dd5_story.html?utm_term=.90d892e7dd93\" target=\"_blank\" rel=\"nofollow\">pushed<\/a> for a hard line against Russian adventurism in Ukraine. His position on Russia may cause friction with other members of the Trump team and will likely raise questions during his confirmation hearing given the President-elect\u2019s coziness with the Kremlin. Coats\u2019s previous <a href=\"http:\/\/www.breitbart.com\/video\/2016\/03\/10\/gop-senator-on-trusting-trump-with-nuclear-codes-waiting-for-the-responsible-calm-serious-presidential-trump\/\" target=\"_blank\" rel=\"nofollow\">hedging<\/a> when asked if he would feel more comfortable with Trump controlling nuclear weapons than Obama may not help his case.<\/p>\n<p dir=\"ltr\">Coats\u2019s connections to the intelligence community and <a href=\"http:\/\/www.nytimes.com\/2017\/01\/05\/us\/politics\/donald-trump-transition.html?hp&amp;action=click&amp;pgtype=Homepage&amp;clickSource=story-heading&amp;module=b-lede-package-region&amp;region=top-news&amp;WT.nav=top-news\" target=\"_blank\" rel=\"nofollow\">reputation<\/a> as a more traditional establishment Republican rather than a partisan bomb-thrower have been <a href=\"http:\/\/www.nytimes.com\/reuters\/2017\/01\/05\/us\/politics\/05reuters-usa-trump-coats.html\" target=\"_blank\" rel=\"nofollow\">welcomed<\/a> by some intelligence officials, who hope that Coats will be able to bridge the gap between the intelligence community and the President-elect.<\/p>\n<\/blockquote>\n<p>And an easy confirmation, overall. This may be reassuring to those on the fence about dumping Trump in a hurry.
