With this in mind, <i><b>Lawfare <\/b><\/i>has this<i><b>\u00a0<\/b><\/i><a href=\"https:\/\/www.lawfareblog.com\/water-wars-philippines-pivots-towards-beijing\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=https:\/\/www.lawfareblog.com\/water-wars-philippines-pivots-towards-beijing&amp;source=gmail&amp;ust=1475617791212000&amp;usg=AFQjCNGzhY2XbE4XVtw0-ORLooKjuwJaOg\">report<\/a>:<\/p>\n<blockquote><p>For at least the past month, Philippine President Rodrigo Duterte has sharply <a href=\"https:\/\/www.lawfareblog.com\/water-wars-shifting-strategies-south-china-sea\" target=\"_blank\" rel=\"nofollow\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=https:\/\/www.lawfareblog.com\/water-wars-shifting-strategies-south-china-sea&amp;source=gmail&amp;ust=1475617791212000&amp;usg=AFQjCNFZ9AtMNVgup_5QjSuBgygU2tPrtQ\">critiqued<\/a> United States military policy and\u00a0<a href=\"http:\/\/www.globalsecurity.org\/military\/world\/philippines\/forrel-us.htm\" target=\"_blank\" rel=\"nofollow\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/www.globalsecurity.org\/military\/world\/philippines\/forrel-us.htm&amp;source=gmail&amp;ust=1475617791212000&amp;usg=AFQjCNEGhhIa0rwUSXOloTwDQ1aekOr2ew\">suggested<\/a> a cooler relationship with Washington, pivoting away from his predecessor\u2019s <a href=\"http:\/\/world.time.com\/2012\/01\/27\/time-exclusive-president-benigno-aquino-on-u-s-philippine-military-ties\/\" target=\"_blank\" rel=\"nofollow\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/world.time.com\/2012\/01\/27\/time-exclusive-president-benigno-aquino-on-u-s-philippine-military-ties\/&amp;source=gmail&amp;ust=1475617791212000&amp;usg=AFQjCNFWgkbZoXxfxLJIRe778KYv3HfLwQ\">closer relationship<\/a> with the United States. At the same time, however, President Duterte has been <a href=\"https:\/\/www.lawfareblog.com\/water-wars-unease-south-china-sea%E2%80%94new-normal-or-quiet-storm\" target=\"_blank\" rel=\"nofollow\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=https:\/\/www.lawfareblog.com\/water-wars-unease-south-china-sea%25E2%2580%2594new-normal-or-quiet-storm&amp;source=gmail&amp;ust=1475617791212000&amp;usg=AFQjCNFNToIgv4S65JTE4bifo7UrYsG4JA\">ambiguous<\/a> about to the extent to which he believes bilateral relations should change. A series of statements from the past week add to this uncertainty.<\/p>\n<p><span class=\"aBn\" tabindex=\"0\" data-term=\"goog_349284364\"><span class=\"aQJ\">On Monday<\/span><\/span> President Duterte <a href=\"http:\/\/www.reuters.com\/article\/us-philippines-politics-duterte-idUSKCN11W17T\" target=\"_blank\" rel=\"nofollow\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/www.reuters.com\/article\/us-philippines-politics-duterte-idUSKCN11W17T&amp;source=gmail&amp;ust=1475617791212000&amp;usg=AFQjCNFrI-_oAfswqHerLDgkDgPBhrVnIg\">said<\/a> that he would \u201copen alliance with China and . . . Medvedev,\u201d though he recognized that it was not time to \u201creally break ties\u201d with the United States. He also <a href=\"http:\/\/www.rappler.com\/nation\/147392-duterte-russia-cross-rubicon-united-states\" target=\"_blank\" rel=\"nofollow\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/www.rappler.com\/nation\/147392-duterte-russia-cross-rubicon-united-states&amp;source=gmail&amp;ust=1475617791213000&amp;usg=AFQjCNGIhMsKC--4Z_yOlJTJZrC3RquWJQ\">claims<\/a> to have told Prime Minister Medvedev that \u201cI\u2019m about to cross the Rubicon between me and the United States, at least for the 6 years\u201d and that \u201cI will need your help in everything \u2013 trade, commerce \u2013 and I will open up.\u201d Asked to clarify these statements, Duterte <a href=\"http:\/\/www.rappler.com\/nation\/147392-duterte-russia-cross-rubicon-united-states\" target=\"_blank\" rel=\"nofollow\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/www.rappler.com\/nation\/147392-duterte-russia-cross-rubicon-united-states&amp;source=gmail&amp;ust=1475617791213000&amp;usg=AFQjCNGIhMsKC--4Z_yOlJTJZrC3RquWJQ\">expressed<\/a> concern that the United States would not aid the Philippines if attacked. The President also explained that he intended to open economic, not military, alliances with China and Russia.<\/p><\/blockquote>\n<p>Given Duterte&#8217;s <a href=\"https:\/\/en.wikipedia.org\/wiki\/Rodrigo_Duterte_presidential_campaign,_2016\" target=\"_blank\">recent election<\/a>, one must assume that a substantial portion of the Filipino electorate supports his distaste for the United States &#8211; which is unfortunate.
