{"id":521,"date":"2015-04-04T09:38:32","date_gmt":"2015-04-04T14:38:32","guid":{"rendered":"http:\/\/huewhite.com\/umb\/?p=521"},"modified":"2015-04-04T09:38:32","modified_gmt":"2015-04-04T14:38:32","slug":"violence-south-of-the-border","status":"publish","type":"post","link":"https:\/\/huewhite.com\/umb\/2015\/04\/04\/violence-south-of-the-border\/","title":{"rendered":"Violence South of the Border"},"content":{"rendered":"<p>David Gagne delivers a <a href=\"http:\/\/www.insightcrime.org\/news-analysis\/insight-crime-2014-homicide-round-up\" target=\"_blank\">report on homicide rates<\/a> in the Americas, south of the American border.\u00a0 The highest?<\/p>\n<blockquote><p><strong>El Salvador:<\/strong><a href=\"http:\/\/www.insightcrime.org\/component\/tags\/tag\/32-el-salvador\" target=\"_blank\">El Salvador<\/a> tallied 3,942 murders in 2014,\u00a0<a href=\"http:\/\/www.elsalvador.com\/mwedh\/nota\/nota_completa.asp?idCat=47859&amp;idArt=9368131\" target=\"_blank\">according<\/a>\u00a0to the country&#8217;s forensic unit Medicina Legal, a 57 percent increase from the previous year. While <a href=\"http:\/\/www.insightcrime.org\/component\/tags\/tag\/32-el-salvador\" target=\"_blank\">El Salvador<\/a>&#8216;s forensic unit states that the country&#8217;s homicide rate is 68.6 per 100,000, if that figure is calculated using <a href=\"http:\/\/www.worldbank.org\/en\/country\/elsalvador\" target=\"_blank\">the World Bank&#8217;s 2013 estimated population<\/a> for the country, it would be around 61.7 per 100,000.<\/p>\n<p>The\u00a0<a href=\"http:\/\/www.insightcrime.org\/news-analysis\/2-divergent-views-on-el-salvador-gang-truce-1-sad-conclusion\" target=\"_blank\">disintegration of the 2012 gang truce<\/a>\u00a0between the country&#8217;s most powerful street gangs, Barrio 18 and <a href=\"http:\/\/www.insightcrime.org\/component\/tags\/tag\/65-ms13\" target=\"_blank\">MS13<\/a>, was\u00a0<a href=\"http:\/\/www.elsalvador.com\/mwedh\/nota\/nota_completa.asp?idCat=47859&amp;idArt=9367755\" target=\"_blank\">widely considered<\/a>\u00a0the principal reason for <a href=\"http:\/\/www.insightcrime.org\/component\/tags\/tag\/32-el-salvador\" target=\"_blank\">El Salvador<\/a>&#8216;s elevated homicide rate in 2014. The failed truce wa<span lang=\"zxx\">s\u00a0<a href=\"http:\/\/www.bbc.co.uk\/mundo\/noticias\/2014\/12\/141222_america_latina_salvador_mara_pandillas_18_amv\" target=\"_blank\">also credited\u00a0<\/a><\/span>with having reduced the country&#8217;s murder rate from 70 per 100,000 in 2011 to around 40 per 100,000 in 2012 and 2013.<\/p><\/blockquote>\n<p>The lowest?<\/p>\n<blockquote><p><strong>Chile:<\/strong> Chile registered 550 murders in 2012 for a homicide rate of 3.1 per 100,000, according to statistics (<a href=\"http:\/\/www.insightcrime.org\/images\/PDFs\/UNODChomicides.pdf\" target=\"_blank\">pdf<\/a>) from the UNODC. Chile is widely considered the <a href=\"http:\/\/www.telesurtv.net\/news\/Chile-es-el-pais-latinoamericano-con-menos-asesinatos-20140921-0054.html\" target=\"_blank\">least violent country<\/a>\u00a0in Latin America.<\/p><\/blockquote>\n<p>Here&#8217;s a lovely map:<\/p>\n<p><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/www.insightcrime.org\/images\/Region2-01.jpg?w=800\" alt=\"Region2-01\" \/><\/p>\n<p>David omits the smaller countries, such as (randomly selected) Guyana, so I did some research and discovered the website for the &#8220;<a href=\"https:\/\/www.osac.gov\/pages\/ContentReportDetails.aspx?cid=16163\" target=\"_blank\">Department of State &#8211; Bureau of Diplomatic Security<\/a>&#8220;.\u00a0 With regards to Guyana,<\/p>\n<blockquote><p><span id=\"ctl00_SPWebPartManager1_g_c2865a13_142d_49ce_8deb_777c485cfbb8_ctl00_contentReportDescriptionLabel\">The most recent information from the United Nations Office on Drugs and Crime lists Guyana\u2019s 2010 homicide rate as 18.4 per 100,000 people &#8212; the fourth highest murder rate in South America behind Venezuela, Colombia, and Brazil. Guyana\u2019s murder rate is three times higher than the United States\u2019.<\/span><\/p><\/blockquote>\n<p>No mention of the top of David&#8217;s list, El Salvador, but it&#8217;s not clear which year is referenced in the Diplomatic Security&#8217;s report, while El Salvador&#8217;s report is for 2014 and is stated as having doubled.\u00a0 <a href=\"http:\/\/www.deathpenaltyinfo.org\/murder-rates-nationally-and-state#nat1970\" target=\"_blank\">This site<\/a> claims the United States murder rate (2011) is 4.7 per 100,000 people.\u00a0 While using the homicide rate as a proxy for violent crime is not a good idea, it&#8217;s still interesting that our country, often touted as being terribly violent, is actually rather peaceful.\u00a0 Particular chilling is another report, also by David Gagne, on Brazil&#8217;s <a href=\"http:\/\/www.insightcrime.org\/news-analysis\/police-violence-continues-to-plague-brazil-report\" target=\"_blank\">police violence<\/a>:<\/p>\n<blockquote><p>A new report by a citizen security body in <a href=\"http:\/\/www.insightcrime.org\/component\/tags\/tag\/10-brazil\" target=\"_blank\">Brazil<\/a> says that police have killed more than 11,000 civilians in the past five years &#8212; while the number of police killed during the same period nearly doubled &#8212; suggesting strategies aimed at lowering police brutality have not had the intended effect.<\/p>\n<p>The report (<a href=\"http:\/\/www.forumseguranca.org.br\/storage\/download\/\/8o_anuario_brasileiro_de_seguranca_publica.pdf\" target=\"_blank\">pdf<\/a>) published by the Brazilian Forum on Public Security &#8212; a body comprised of security officials, research centers, and NGOs &#8212; counted 11,197 citizen deaths perpetrated by both on and off-duty police in the country from 2009 to 2013, representing an average of 2,239 people killed by police per year over that period (see graph).<\/p><\/blockquote>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/www.insightcrime.org\/images\/20141111_brazil_police_violence_2.jpg?resize=590%2C336\" alt=\"20141111 brazil police violence 2\" width=\"590\" height=\"336\" \/><\/p>\n<p>Presuming Brazil&#8217;s population to be <a href=\"http:\/\/www.worldpopulationstatistics.com\/brazil-population-2013\/\" target=\"_blank\">199,321,000<\/a>, I calculate a police homicide rate to be .9 per 100,000 persons.\u00a0 The highly respected <a href=\"http:\/\/fivethirtyeight.com\/\" target=\"_blank\">FiveThirtyEight<\/a> website states that it&#8217;s difficult to get comparable statistics for the United States, as the FBI doesn&#8217;t collect them. I&#8217;m <em>appalled, <\/em>although I could see an argument that the FBI collecting such statistics would be a fox and hen house scenario.\u00a0 FiveThiryEight and <a href=\"http:\/\/www.dailykos.com\/story\/2015\/04\/01\/1374908\/-American-police-killed-more-people-in-March-111-than-in-the-entire-United-Kingdom-since-1900\" target=\"_blank\">The Daily Kos<\/a> reference the <a href=\"http:\/\/www.killedbypolice.net\/\" target=\"_blank\">Killed By Police<\/a> website, which reports, from news reports, 111 people killed by police in March 2015.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>David Gagne delivers a report on homicide rates in the Americas, south of the American border.\u00a0 The highest?
