{"id":36407,"date":"2022-06-28T14:03:18","date_gmt":"2022-06-28T19:03:18","guid":{"rendered":"http:\/\/huewhite.com\/umb\/?p=36407"},"modified":"2022-06-28T14:03:18","modified_gmt":"2022-06-28T19:03:18","slug":"parceling-out-responsibilities","status":"publish","type":"post","link":"https:\/\/huewhite.com\/umb\/2022\/06\/28\/parceling-out-responsibilities\/","title":{"rendered":"Parceling Out Responsibilities"},"content":{"rendered":"<p>Long-time readers will recall some posts concerning the <a href=\"https:\/\/huewhite.com\/umb\/2020\/07\/05\/and-why-carry-either-ctd-2\/\" target=\"_blank\" rel=\"noopener\"><strong>CAHOOTS<\/strong><\/a> program of Eugene, OR, in which mental health specialists are sent to emergency calls specifying a mental health emergency, rather than police. <a href=\"https:\/\/www.newscientist.com\/article\/2323477-mental-health-emergency-responder-programme-cut-crime-rates-in-denver\/\" target=\"_blank\" rel=\"noopener\">Denver has implemented something similar<\/a> and is reporting success:<\/p>\n<blockquote><p>Cities across the US, including New York, Washington DC and San Francisco, are experimenting with programmes to address mental health emergencies without police involvement. After the implementation of a pilot programme in Denver, Colorado, non-violent crime rates decreased by 34 per cent in participating police precincts.<\/p>\n<p>The Support Team Assisted Response (STAR) Program in Denver involves\u00a0<a href=\"https:\/\/www.newscientist.com\/article\/mg25433892-400-can-you-take-the-trip-out-of-psychedelics-and-still-treat-depression\/\">mental health<\/a>\u00a0specialists and paramedics responding to non-violent emergencies instead of police.<em> [<strong>NewScientist<\/strong> (18 June 2022, paywall)]<\/em><\/p><\/blockquote>\n<p>Is that decline due to simply not reporting the incidents handled by <strong>STAR<\/strong> as crimes? And is that inappropriate? Maybe not.<\/p>\n<p>But&#8230;<\/p>\n<blockquote><p>There was no impact on rates of\u00a0<a href=\"https:\/\/www.newscientist.com\/article\/2186512-exclusive-uk-police-wants-ai-to-stop-violent-crime-before-it-happens\/\">violent crime<\/a>.<\/p><\/blockquote>\n<p>But also ..<\/p>\n<blockquote><p>\u201c[People] might be concerned that not having police at lower-level crimes might lead to an escalation of something more violent, and that simply did not happen,\u201d says Dee.<\/p><\/blockquote>\n<p>I wonder how the combined budgets of police and mental health compare to the budget for the police prior to the initiation of the <a style=\"outline-width: 0px !important; user-select: auto !important;\" href=\"https:\/\/www.denvergov.org\/Government\/Agencies-Departments-Offices\/Agencies-Departments-Offices-Directory\/Public-Health-Environment\/Community-Behavioral-Health\/Behavioral-Health-Strategies\/Support-Team-Assisted-Response-STAR-Program\" target=\"_blank\" rel=\"noopener\"><strong>STAR<\/strong><\/a> program. Some hint is given:<\/p>\n<blockquote><p>STAR was also more cost-effective than traditional police programmes. Dee says that in six months, STAR prevented an estimated 1376 criminal offences and cost $208,141. That implies a cost of $150 per offence prevented, says Dee.
