Few cities have actually reduced their police budgets, and homicide rate increases happened in many cities that increased spending.<em> [<a href=\"https:\/\/www.washingtonpost.com\/opinions\/2022\/06\/08\/chesa-boudin-recall-centrist-democrats-crime\/?utm_campaign=wp_post_most&amp;utm_medium=email&amp;utm_source=newsletter&amp;wpisrc=nl_most&amp;carta-url=https%3A%2F%2Fs2.washingtonpost.com%2Fcar-ln-tr%2F370b319%2F62a0c98a956121755aab0770%2F59ee10d9ae7e8a504fd8ecd3%2F18%2F70%2F62a0c98a956121755aab0770\" target=\"_blank\" rel=\"noopener\"><strong>WaPo<\/strong><\/a>]<\/em><\/p><\/blockquote>\n<p>Questions that do not reduce to simple laboratory setups are tough to work on, and I say that as a software engineer that occasionally has to work on problems that only my customer sees because of some customization they have developed and applied.<\/p>\n<p>What to do?<\/p>\n<p><em>Restate the question<\/em>. The question is, <em>Does defunding the police lead to higher crime rates<\/em>? Well, in at least some locations, we have higher crime rates. So is there anything interesting about any of these locations that we can connect to the question we&#8217;re asking?<\/p>\n<p>Remember that actions often have unstated goals. This is not to say that they&#8217;re always covert, because sometimes, in a political arena, a bit of snappiness in the verbiage is often an advantage. <em>Defund the police <\/em>was snappy until it wasn&#8217;t.<\/p>\n<p>So what is the covert goal of this slogan? The decidedly longer and less snappy <em>Reduce police presence on the street!<\/em> Yes, including the exclamation point.<\/p>\n<p><a href=\"https:\/\/i0.wp.com\/huewhite.com\/umb\/wp-content\/uploads\/2022\/06\/MPD-badge-Tile-Image.jpg?ssl=1\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\" wp-image-36210 alignright\" src=\"https:\/\/i0.wp.com\/huewhite.com\/umb\/wp-content\/uploads\/2022\/06\/MPD-badge-Tile-Image.jpg?resize=288%2C222&#038;ssl=1\" alt=\"\" width=\"288\" height=\"222\" srcset=\"https:\/\/i0.wp.com\/huewhite.com\/umb\/wp-content\/uploads\/2022\/06\/MPD-badge-Tile-Image.jpg?w=868&amp;ssl=1 868w, https:\/\/i0.wp.com\/huewhite.com\/umb\/wp-content\/uploads\/2022\/06\/MPD-badge-Tile-Image.jpg?resize=300%2C231&amp;ssl=1 300w, https:\/\/i0.wp.com\/huewhite.com\/umb\/wp-content\/uploads\/2022\/06\/MPD-badge-Tile-Image.jpg?resize=768%2C591&amp;ssl=1 768w, https:\/\/i0.wp.com\/huewhite.com\/umb\/wp-content\/uploads\/2022\/06\/MPD-badge-Tile-Image.jpg?resize=150%2C115&amp;ssl=1 150w, https:\/\/i0.wp.com\/huewhite.com\/umb\/wp-content\/uploads\/2022\/06\/MPD-badge-Tile-Image.jpg?resize=195%2C150&amp;ssl=1 195w\" sizes=\"auto, (max-width: 288px) 100vw, 288px\" \/><\/a>At this point, I&#8217;ll note that I&#8217;m located in a first ring suburb of St. Paul, Minnesota, with Minneapolis just across the river. We get crime reports on the local news every night; the local major paper, the <strong><em>StarTribune<\/em><\/strong>, carries more detailed reports and historical data, as does <em><strong>Minnesota Public Radio<\/strong><\/em> (<em><strong>MPR<\/strong><\/em>). <em>But I can&#8217;t speak for other cities, and don&#8217;t.<\/em><\/p>\n<p>Minneapolis is known to have decisively rejected a <em>Defund the police!<\/em> proposal in its last election cycle. But Minneapolis, and St. Paul, are also known for exhibiting a depleted police force. <a href=\"https:\/\/huewhite.com\/umb\/2021\/03\/24\/its-not-just-here-in-minnesota\/\" target=\"_blank\" rel=\"noopener\">Me from somewhat more than a year ago<\/a>:<\/p>\n<blockquote><p>And this at a time when, in Minneapolis, the\u00a0<strong>Minneapolis Police Department<\/strong>\u00a0(<strong>MPD<\/strong>) appears to be struggling with morale in the wake of the George Floyd riots and a city council that tried, but failed, to \u201cdefund\u201d it in the wake of the George Floyd homicide. Officers have retired or gone on disability in the wake of the riots, and they\u2019re not being replaced at a comparable rate.\u00a0<a href=\"https:\/\/www.mprnews.org\/story\/2021\/02\/04\/mpls-police-staffing-woes-worse-than-anticipated\" target=\"_blank\" rel=\"noopener\">Here\u2019s<\/a>\u00a0<strong><em>MPR News<\/em><\/strong>:<\/p>\n<blockquote><p>There are far fewer police officers patrolling the streets of Minneapolis so far this year than city officials anticipated. Members of a City Council committee Thursday approved $6.4 million for the city\u2019s Police Department to hire dozens more officers this year.<\/p>\n<p>Chief Medaria Arradondo told the committee that 105 officers left the department last year, which is more than double the average attrition rate. And so far this year, 155 officers are on leave and are not available for duty.<\/p><\/blockquote>\n<p>Ominously:<\/p>\n<blockquote><p>\u201cThis presents operational challenges for me as chief,\u201d said Arradondo, adding that the department is becoming one-dimensional, meaning officers mostly respond to 911 calls instead of doing what he calls proactive policing.<\/p><\/blockquote>\n<\/blockquote>\n<p>Minneapolis may not have defunded the police, but it&#8217;s beyond dispute that the goal of the slogan was achieved &#8211; with disastrous consequences.<\/p>\n<p>I&#8217;m not going to claim that Bacon is being deceptive or disingenuous, because analysis of this sort isn&#8217;t always obvious. Much like <em>grifters<\/em>, <em>wordsmiths<\/em> can be taken in by the very craft in which they&#8217;re trained. <em>Defund the police!,<\/em> for all its charisma, turns out to be a lot less attractive when it&#8217;s goal is stated, instead: <em>Reduce police presence on the street!,<\/em> because residents who must face the consequences <strong>have rejected it.<\/strong> Here in the Twin Cities, after an appalling couple of years, we seem to be just starting to edge out of the crime wave.
