{"id":35674,"date":"2022-04-19T11:00:56","date_gmt":"2022-04-19T16:00:56","guid":{"rendered":"http:\/\/huewhite.com\/umb\/?p=35674"},"modified":"2022-04-19T11:00:56","modified_gmt":"2022-04-19T16:00:56","slug":"a-carrot-stick-all-in-one","status":"publish","type":"post","link":"https:\/\/huewhite.com\/umb\/2022\/04\/19\/a-carrot-stick-all-in-one\/","title":{"rendered":"A Carrot &#038; Stick, All In One"},"content":{"rendered":"<p>After reports that a large number of Ukrainian civilians have been killed and\/or deported by Russian occupiers, which is a classic &#8216;depopulation&#8217; move for when the time comes to discuss who the current population wants as their overlords or government, and while Russia is reeling <a href=\"https:\/\/en.wikipedia.org\/wiki\/Russian_cruiser_Moskva\" target=\"_blank\" rel=\"noopener\">from the loss<\/a> of its Black Sea fleet flagship <em>Moskva<\/em>, and reports that the United States is considering labeling Russia a <a href=\"https:\/\/www.washingtonpost.com\/national-security\/2022\/04\/15\/zelensky-biden-russia-terrorism\/\" target=\"_blank\" rel=\"noopener\">sponsor of international terrorism<\/a> &#8211; a label of some practical consequence, it turns out &#8211; I think it&#8217;s time, even past time, that an encouragement to stop hostilities and right, to the extent that Russia might do so, the barbarities it has visited upon the civilians of Ukraine.<\/p>\n<p>By putting punishment prices, payable by Russia, on those civilians.<\/p>\n<p>So &#8211; just spitballing here &#8211; we could say concerning the status of a civilian:<\/p>\n<ul>\n<li>Displaced &#8211; $500,000<\/li>\n<li>Besieged &#8211; $750,000<\/li>\n<li><strong>Missing &#8211; $10,000,000<\/strong><\/li>\n<li>Dead &#8211; $5,000,000<\/li>\n<li>Deported &#8211; $20,000,000, but with a <strong>return<\/strong> discount of, say, 50%<\/li>\n<\/ul>\n<p>The point is that a tactic known to be often used by Russia is punished, and that punishment is directly tied to its usage.<\/p>\n<p>I suggest that this list be announced, with suitable values, to be applied when Russia exits Ukraine, <em>all of Ukraine<\/em>, by the end of May. If they do not leave by then, the punishment rates go up.<\/p>\n<p>Yes, there&#8217;s a risk in this sort of tactic. But Russia believes that depopulation of Ukraine is a winning tactic in the long run, a tactic that&#8217;s worth a heavy price.
