State legislatures must also explore solutions to the problem of so-called <a href=\"https:\/\/www.nytimes.com\/2016\/09\/11\/us\/whereabouts-of-cast-out-police-officers-other-cities-often-hire-them.html\">gypsy cops<\/a>\u00a0\u2014 officers who are fired with just cause only to turn around and join another police department.
