{"id":25143,"date":"2019-06-22T09:42:17","date_gmt":"2019-06-22T14:42:17","guid":{"rendered":"http:\/\/huewhite.com\/umb\/?p=25143"},"modified":"2019-06-22T09:42:17","modified_gmt":"2019-06-22T14:42:17","slug":"is-libra-a-zebra","status":"publish","type":"post","link":"https:\/\/huewhite.com\/umb\/2019\/06\/22\/is-libra-a-zebra\/","title":{"rendered":"Is Libra A Zebra?"},"content":{"rendered":"<p>I must admit that I laughed, and then frowned, when I heard that <em><strong>Facebook<\/strong><\/em> is <a href=\"https:\/\/www.theverge.com\/2019\/6\/20\/18693014\/facebook-libra-cryptocurrency-bitcoin-environment-energy-data-center\" target=\"_blank\" rel=\"noopener noreferrer\">planning<\/a> to offer, operate, and support a cryptocurrency named <em>Libra<\/em>. I laughed because it seems like <em><strong>Facebook<\/strong><\/em> is a couple of years behind the times. Then I frowned, because we&#8217;re talking wealth transfer and we&#8217;re talking <em><strong>Facebook<\/strong><\/em>, which, given <em><strong>Facebook&#8217;s<\/strong><\/em> record so far, makes me fairly uncomfortable. And then I thought about recent reports on the energy costs, and therefore climatic impact, of current cryptocurrency such as <a href=\"https:\/\/huewhite.com\/umb\/2018\/12\/26\/currency-always-has-costs-ctd-9\/\" target=\"_blank\" rel=\"noopener noreferrer\">bitcoin<\/a>, and began to wonder.<\/p>\n<p><em><strong>The Verge<\/strong><\/em> has some <a href=\"https:\/\/www.theverge.com\/2019\/6\/20\/18693014\/facebook-libra-cryptocurrency-bitcoin-environment-energy-data-center\" target=\"_blank\" rel=\"noopener noreferrer\">information<\/a> on the latter point:<\/p>\n<blockquote>\n<p id=\"x1aa7K\">Libra, Facebook\u2019s new cryptocurrency, is expected to have a smaller environmental footprint compared to some of its more notorious blockchain brethren, including bitcoin, according to experts. Its energy demands are projected to be more like those of existing data centers \u2014 which, while still demanding, aren\u2019t quite as energy-hungry as mining bitcoins.<\/p>\n<p id=\"BtUR6M\">The currency hasn\u2019t launched yet, so it\u2019s hard to know how those claims will stack up against reality. But its design \u2014 more centralized than most cryptocurrencies \u2014 means that Libra will likely draw less energy. Unlike its more decentralized peers, only a few trusted members of the Libra Association, the centralized hub for the currency, can create Libra.<\/p>\n<p id=\"OdP6Y3\">\u201cThis is an order of magnitude more efficient than bitcoin will ever be,\u201d says Ulrich Gallersd\u00f6rfer, a researcher at Technical University of Munich focused on blockchain research. Gallersd\u00f6rfer was the co-author on a\u00a0<a href=\"https:\/\/www.cell.com\/joule\/fulltext\/S2542-4351(19)30255-7\">recent paper in J<em>oule<\/em><\/a>finding that bitcoin operations emit more climate-warming gas than the country of Jordan. &#8230;<\/p>\n<p>&#8230;\u00a0Libra is designed so that an algorithm issues units of the cryptocurrency in proportion to the size of a company\u2019s initial deposit into the system. That\u2019s still a lot to keep track of, but it\u2019s nowhere near as complicated as a mining operation. Instead, it\u2019s more like\u2026 normal data centers. Now, data centers draw power, too. In fact, data centers accounted for\u00a0<a href=\"https:\/\/www.datacenterknowledge.com\/archives\/2016\/06\/27\/heres-how-much-energy-all-us-data-centers-consume\">2 percent of the\u00a0<em>total<\/em>\u00a0US energy usage<\/a>\u00a0in 2014,\u00a0<a href=\"https:\/\/www.osti.gov\/servlets\/purl\/1372902\/\">a 2016 study published by the DOE found<\/a>. And they\u2019re also responsible for about\u00a0<a href=\"https:\/\/e360.yale.edu\/features\/energy-hogs-can-huge-data-centers-be-made-more-efficient\">as many carbon dioxide emissions as the airline industry<\/a>. But despite those drawbacks, these specially designed warehouses of servers are the rocks on which tech giants like Facebook continue to build and expand their digital empire.<\/p><\/blockquote>\n<p>I&#8217;m not particularly reassured just because they won&#8217;t be emitting as much as bitcoin does. I&#8217;m also not convinced that this extra consumption of energy, and its impact on the climate, is in service of some social good; it strikes me more as just another attempt to <em>Make More Money<\/em>.<\/p>\n<p>Nicholas Weaver on <em><strong>Lawfare<\/strong><\/em> is also <a href=\"https:\/\/www.lawfareblog.com\/facebooks-cryptocurrency-stop-it-it-starts\" target=\"_blank\" rel=\"noopener noreferrer\">uneasy<\/a>. Well, more than uneasy:<\/p>\n<blockquote><p>[Libra] is not live yet, giving governments the opportunity to kill this project <a href=\"http:\/\/missiledefenseadvocacy.org\/wp-content\/uploads\/2015\/03\/03062015_Memo.pdf\">before it actually gets off the ground<\/a> and gives rise to cybercriminals that couldn\u2019t capitalize on existing cryptocurrencies. In particular, the IRS and FinCEN should take action now. &#8230;<\/p>\n<p>What currently limits how criminals can use cryptocurrencies is the cost of currency exchange and the inherent volatility of the currency\u2019s value. Reduce or eliminate these constraints, and there\u2019s likely to be an inundation of new ransomware, extortion and online drug trade. Libra intends to reduce (but doesn\u2019t eliminate) volatility, and the only way Facebook can get widespread adoption is through making easy onramps and offramps. A Libra \u201csuccess\u201d would represent a huge policy failure. It is better to kill this now than let it even get a chance to succeed.<\/p><\/blockquote>\n<p>Much like Al Capone, this may founder on the rocks of the tax agents:<\/p>\n<blockquote><p>A true cryptocurrency such as Bitcoin or Libra is\u00a0<a href=\"https:\/\/www.irs.gov\/businesses\/small-businesses-self-employed\/virtual-currencies\">considered property<\/a>\u00a0by the Internal Revenue Service. That means a gain of $1 due to volatility between when the cryptocurrency is acquired and when it is transferred to someone else is a $1 taxable event. And since any integration into Facebook Messenger or WhatsApp is under the control of Facebook, Facebook should probably file income tax documents and keep track of the otherwise difficult cost-basis math on behalf of Facebook\u2019s customers, like other investment brokerages do. The IRS needs to remind both Facebook and the public of these implications and requirements. Of course this would make Libra completely useless in the U.S. by increasing the cost of using it beyond any utility.<\/p>\n<p>A similar problem exists for all validator nodes. Even non-U.S. companies need to respect U.S. KYC\/AML restrictions if transactions end up involving U.S. persons. The founders of Liberty Reserve learned this lesson when\u00a0<a href=\"https:\/\/www.justice.gov\/opa\/pr\/founder-liberty-reserve-pleads-guilty-laundering-more-250-million-through-his-digital\">they pleaded guilty to money laundering and received 20-year sentences<\/a>. But how can firms do KYC\/AML on pseudonymous transactions?<\/p><\/blockquote>\n<p>I&#8217;ve already decided not to participate, given Facebook&#8217;s spotty record. But I may not have to implement it.
