The lobbying update from AL-Monitor<\/strong><\/em> has more details on the attempted transfer of nuclear tech<\/a> to Saudi Arabia:<\/p>\n

The\u00a0Donald Trump<\/em><\/strong>\u00a0administration has granted nine authorizations to sell civil nuclear technology and assistance to the Middle East since taking office, including seven to\u00a0Saudi Arabia<\/strong>\u00a0and two to\u00a0Jordan<\/strong>, Energy Secretary\u00a0Rick Perry<\/em><\/strong>\u00a0revealed\u00a0<\/a>to Congress this week. The so-called Part 810 approvals come after a massive lobbying push by Saudi Arabia and several US firms to negotiate a bilateral civil nuclear deal with the\u00a0United States<\/strong>\u00a0that remains in limbo amid concerns over nuclear proliferation and the congressional backlash over the murder of\u00a0Jamal Khashoggi<\/em><\/strong>\u00a0and the war in\u00a0Yemen<\/strong>.<\/p>\n

Unlike its predecessor, the Trump administration is refusing to disclose which firms were issued the 810s. However lobbying records reviewed by Al-Monitor shed some light on the matter. Virginia-based\u00a0Bechtel<\/strong>, the largest US construction company, has\u00a0lobbied<\/a>\u00a0the Department of Energy regarding \u201cPart 810 licensing relating to Saudi Arabia\u201d since the first quarter of 2018 (Bechtel National<\/strong>\u00a0spent a total of $130,000 last year lobbying on 810s and other issues).<\/p>\n

A Bechtel spokesperson told Al-Monitor that the firm has \u201cno current efforts regarding commercial nuclear power in Saudi Arabia\u201d after dropping out of the running for a bid to build two nuclear plants in the kingdom. The firm would not confirm or deny on the record that it had received an 810.<\/p>\n

Bechtel is the only firm that has disclosed any lobbying specifically on 810s related to Saudi Arabia. Several firms that remain interested in Saudi nuclear projects and\u00a0attended a meeting of nuclear developers at the White House<\/a>\u00a0in February however have also disclosed related lobbying.\u00a0Westinghouse Electric\u00a0<\/strong>has\u00a0lobbied<\/a>\u00a0on \u201c810 licensing,\u201d while\u00a0Exelon<\/strong><\/a>\u00a0and\u00a0Centrus<\/strong><\/a>\u00a0have lobbied on civilian 123 agreements. The\u00a0Fluor Corporation<\/strong>, which is\u00a0reportedly working<\/a>\u00a0with Westinghouse and Exelon on the bid,\u00a0has also lobbied<\/a>\u00a0on \u201cIssues related to Section 123 Agreements and Part 810 Reform.\u201d<\/p>\n

Separately, the Saudi Ministry of Energy, Industry and Mineral Resources hired four law firms last year to lobby on the nuclear issue:\u00a0King & Spalding<\/strong>,\u00a0Pillsbury Winthrop Shaw Pittman<\/strong>,\u00a0Gowling WLG<\/strong>\u00a0and the\u00a0law office of David B.
