Jeremy Hsu <a href=\"http:\/\/blogs.discovermagazine.com\/lovesick-cyborg\/2018\/05\/06\/boycott-threat-terminated-killer-robot-project\/#.Wu-zD2Vifmg\" target=\"_blank\" rel=\"noopener\">reports<\/a> in <em><strong>Discover&#8217;s Lovesick Cyborg<\/strong><\/em> that researchers have forced an institution to clarify the purpose of a research project:<\/p>\n<blockquote><p>It all began in late February when a\u00a0<em><a href=\"https:\/\/www.koreatimes.co.kr\/www\/tech\/2018\/02\/133_244641.html\" target=\"_blank\" rel=\"noopener\">Korea Times<\/a>\u00a0<\/em>article reported on a leading South Korean defense company teaming up with a\u00a0public research university\u00a0to develop military AI weapons capable of operating without human supervision. By March, a group of more than 50 AI researchers from 30 countries had signed an\u00a0<a href=\"https:\/\/www.cse.unsw.edu.au\/~tw\/ciair\/kaist.html\" target=\"_blank\" rel=\"noopener\">open letter<\/a>\u00a0addressed to KAIST, the South Korean university involved in the AI weapons project, that declared the signatories would boycott any research collaborations with the university. &#8230;<\/p>\n<p>KAIST quickly responded to the open letter\u00a0 from the international research community. By early April,\u00a0KAIST President Sung-chul Shin had\u00a0<a href=\"http:\/\/www.koreaherald.com\/view.php?ud=20180409000885\" target=\"_blank\" rel=\"noopener\">put out a statement<\/a>\u00a0to allay researchers\u2019 concerns:\u00a0\u201cKAIST does not have any intention to engage in the development of lethal autonomous weapons system and killer robots.\u201d In acknowledgement, the researchers called off the proposed boycott.<\/p>\n<p>The apparent success of the proposed boycott\u00a0could inspire\u00a0future campaigns to follow in its footsteps. But many universities\u00a0would likely\u00a0think twice about pursuing similar research projects that could lead to lethal autonomous weapons.\u00a0Russell noted that the AI research community would have to remain watchful.<\/p><\/blockquote>\n<p>Unfortunately, questions concerning the inherent instability of a system in which the weapons to be developed are not easily detectable and require little more than computer science research and some minor weaponry development are not addressed. This is in contrast to nuclear weaponry, which is detectable at a distance and requires a certain amount of natural resources.
