{"id":1378,"date":"2015-06-23T10:47:42","date_gmt":"2015-06-23T15:47:42","guid":{"rendered":"http:\/\/huewhite.com\/umb\/?p=1378"},"modified":"2015-06-23T10:47:42","modified_gmt":"2015-06-23T15:47:42","slug":"the-iran-deal-roundup-ctd-8","status":"publish","type":"post","link":"https:\/\/huewhite.com\/umb\/2015\/06\/23\/the-iran-deal-roundup-ctd-8\/","title":{"rendered":"The Iran Deal Roundup, Ctd"},"content":{"rendered":"<p>Is the <a href=\"https:\/\/huewhite.com\/umb\/2015\/06\/11\/the-iran-deal-roundup-ctd-7\/\" target=\"_blank\">deal<\/a> in danger?\u00a0 The <a href=\"https:\/\/en.wikipedia.org\/wiki\/Islamic_Consultative_Assembly\" target=\"_blank\">Majlis of Iran<\/a>, its elective legislative body, recently passed a law outlawing arbitrary inspections of military nuclear facilities, interviews with scientists, etc.\u00a0 For Iran&#8217;s viewpoint, reports the <a href=\"http:\/\/www.tehrantimes.com\/PDF\/12299\/12299-1.pdf\" target=\"_blank\"><em><strong>Tehran Times<\/strong><\/em><\/a>:<\/p>\n<blockquote><p>The Iranian parliament voted on Sunday to ban access to military sites and documents and inter- view with nuclear scientists as part of a possible nuclear deal with world powers.<\/p>\n<p>Of the 213 lawmakers present, 199 legislators, some chanting \u201cDeath to the America,\u201d voted in favor of the bill. Three lawmakers opposed the bill and five abstained.<\/p>\n<p>The bill also demands the complete lifting of all sanctions against Iran as part of any final nuclear accord. &#8230;<\/p>\n<p>Talking to reporters, legislator Ali Motahari said the bill would not affect the trend of the talks negatively and that it would not \u201ctie the hands of [the country\u2019s nuclear] negotiators.\u201d<\/p>\n<p>Motahari also noted that inspection of the country\u2019s military and non-nuclear sites would never be allowed unless permitted by the Supreme National Security Council.<\/p><\/blockquote>\n<p><a href=\"http:\/\/www.lawfareblog.com\/irans-parliament-has-just-voted-ban-inspectors-military-sites-american-negotiators-better-develop\" target=\"_blank\"><em><strong>LawFare&#8217;s<\/strong><\/em><\/a> Yishal Schwarz notes:<\/p>\n<blockquote><p>&#8230; the vote of the Majlis is not yet binding; the bill still requires ratification by the Guardian Council.<\/p><\/blockquote>\n<p>However,<\/p>\n<blockquote><p>As I\u2019ve <a href=\"http:\/\/www.lawfareblog.com\/iaea-access-iranian-military-sites\">written before<\/a>, the entire structure of the NPT rests on the IAEA retaining access to whatever sites it deems necessary for ensuring the peaceful nature of a country\u2019s nuclear program. This assumption is already codified in Article 73 of the comprehensive safeguards agreement (that Iran has already signed) and its rearticulation is the primary purpose of the additional protocol that Iran <a href=\"http:\/\/www.state.gov\/r\/pa\/prs\/ps\/2015\/04\/240170.htm\">committed <\/a>to signing and implementing under the Joint Comprehensive Plan of Action.<\/p>\n<p>But beyond Iran\u2019s own existing legal responsibilities, comprehensive IAEA access is, simply put, the reason why the West is at the negotiating table. No concession, agreement or commitment matters if the world cannot be confident that Iran isn\u2019t simultaneously advancing its nuclear program impermissibly at some secret, off-limits site.<\/p><\/blockquote>\n<p>He believes the Obama Administration will try to paper this over.\u00a0 <em><strong>PJ Media<\/strong><\/em> has a similarly cynical <a href=\"http:\/\/pjmedia.com\/tatler\/2015\/06\/21\/iran-parliament-rejects-inspections-of-military-sites-scientist-interviews\/\" target=\"_blank\">outlook<\/a>:<\/p>\n<blockquote><p>You would think that what the Iranian parliament has done would be a deal killer. In order for a deal to be reached, the US will have to make massive concessions. But this deal is no longer about stopping Iran from getting the bomb \u2014 if it ever was. This is about securing Obama\u2019s legacy and allowing us to pretend that the Iranian nuclear program has been checked.<\/p><\/blockquote>\n<p><a href=\"http:\/\/www.americanthinker.com\/blog\/2015\/06\/iran_parliament_passes_bill_that_rejects_inspections_of_military_sites.html\" target=\"_blank\">Rick Moran<\/a> at <em><strong>American Thinker<\/strong><\/em> has a similar viewpoint:<\/p>\n<blockquote><p>Ordinarily, these conditions would be deal-breakers.\u00a0 But never underestimate the capacity of President Obama and Secretary Kerry to cave in to Iranian demands.\u00a0 They may massage the language a bit, but in the end, in order to get a deal, they will give the Iranians everything they want.<\/p><\/blockquote>\n<p><em><strong>HNGN<\/strong><\/em> reports an <a href=\"http:\/\/www.hngn.com\/articles\/102794\/20150622\/iran-nuclear-program-lawmakers-vote-ban-access-military-sites-scientists.htm\" target=\"_blank\">interesting detail<\/a>:<\/p>\n<blockquote><p>Iranian parliament, however, added amendments that would renounce its own power to veto a deal between Iran and group of six nations, reported <a href=\"http:\/\/www.rferl.org\/content\/iran-parliament-votes-to-ban-nuclear-access\/27083913.html\" target=\"_blank\" rel=\"nofollow\">Radio Free Europe<\/a>. Lawmakers also\u00a0gave supervision (of nuclear deal\/final draft of negotiations between Iran and P5+1) rights to Supreme National Security Council, a body consisting of officials appointed by Iran&#8217;s supreme leader\u00a0Ayatollah Ali Khamenei.<\/p>\n<p>&#8220;We won&#8217;t agree to a deal without that. We expect that there will be many voices and opinions on the difficult issues as we work towards a final deal.
