Fluorine and chlorine have similar electro-negative properties, being the 2 lightest and most reactive halogens.<\/p><\/blockquote>\n<p>The article suggested that chlorinated carbons were not expected to survive long enough after manufacture &amp; release to make it up to the ozone layer.
