As a tactical use of force against terrorists, attacks by U.S. unmanned aerial vehicles in under-governed spaces without public permission by the state may achieve\u00a0<a href=\"https:\/\/www.google.com\/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=3&amp;ved=0ahUKEwi15fS-jsbUAhUV4GMKHVkNAtcQFggwMAI&amp;url=https%3A%2F%2Fcisac.fsi.stanford.edu%2Fsites%2Fdefault%2Ffiles%2Fevnts%2Fmedia%2FJohnston_-_Decapitation_(CISAC).pdf&amp;usg=AFQjCNGTG2A8RiHuOZGwy5wNpVfZG-uNCQ&amp;sig2=wLH72rhUrzFLIJwI2dol3g&amp;cad=rjt\" target=\"_blank\" rel=\"nofollow noopener\">short-term<\/a>\u00a0goals such as\u00a0<a href=\"http:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/09636410903369068\" target=\"_blank\" rel=\"nofollow noopener\">leadership decapitation<\/a>\u00a0at relatively lower financial and\u00a0<a href=\"https:\/\/www.brookings.edu\/articles\/why-drones-work-the-case-for-washingtons-weapon-of-choice\/\" target=\"_blank\" rel=\"nofollow noopener\">human<\/a>\u00a0<a href=\"http:\/\/www.americansecurityproject.org\/the-us-and-its-uavs-a-cost-benefit-analysis\/\" target=\"_blank\" rel=\"nofollow noopener\">cost<\/a>\u00a0<a href=\"http:\/\/nation.time.com\/2013\/04\/02\/costly-flight-hours\/\" target=\"_blank\" rel=\"nofollow noopener\">than<\/a>\u00a0strikes by crewed craft. Drone strikes can support a handful of\u00a0<a>partnerships<\/a>\u00a0with weak, repressive states facing\u00a0<a href=\"http:\/\/www.npr.org\/2013\/02\/07\/171413259\/pakistan-says-u-s-drone-strikes-violate-its-sovereignty\" target=\"_blank\" rel=\"nofollow noopener\">domestic terrorism or insurgency<\/a>\u00a0that the United States believes also pose a threat to itself. But the strikes cannot generate significant popular or state support for U.S. interests or policies or do serious political damage to U.S. adversaries. &#8230;<\/p><\/blockquote>\n<div class=\"panel-pane pane-node-body\">\n<div class=\"pane-content\">\n<div class=\"field field-name-body field-type-text-with-summary field-label-hidden\">\n<div class=\"field-items\">\n<div class=\"field-item even\">\n<blockquote><p>Questions about drone strikes must stretch beyond concerns about anti-Americanism, radicalization, and terrorism to consider the strikes&#8217; political utility for broader U.S. interests. This analysis finds that whether one identifies anti-Americanisms as a significant threat to U.S. interests or not, and whether one identifies terrorism as a major threat to the United States or not, the role of drone strikes in assuring U.S. security at home and abroad is quite limited and\u00a0<a href=\"https:\/\/www.cfr.org\/content\/publications\/attachments\/Drones_CSR65.pdf\" target=\"_blank\" rel=\"nofollow noopener\">likely to become more so<\/a>\u00a0as\u00a0<a href=\"http:\/\/www.popsci.com\/russia-working-anti-drone-microwave-gun\" target=\"_blank\" rel=\"nofollow noopener\">counter-drone efforts<\/a>\u00a0and\u00a0<a href=\"http:\/\/www.businessinsider.com\/bremmer-here-come-the-non-us-drones-2015-5\" target=\"_blank\" rel=\"nofollow noopener\">others&#8217; acquisition of drones<\/a>\u00a0reduce U.S. air supremacy, as seen with the\u00a0<a href=\"http:\/\/www.defenseone.com\/technology\/2017\/01\/drones-isis\/134542\/\" target=\"_blank\" rel=\"nofollow noopener\">Islamic State<\/a>\u00a0in Syria and Iraq and as the United States again\u00a0<a href=\"http:\/\/www.miamiherald.com\/opinion\/op-ed\/article96809222.html\" target=\"_blank\" rel=\"nofollow noopener\">faces<\/a>\u00a0<a href=\"http:\/\/www.cnn.com\/2017\/02\/28\/politics\/north-korea-obama-trump-threat\/index.html\" target=\"_blank\" rel=\"nofollow noopener\">state<\/a>\u00a0rather than non-state\u00a0<a href=\"http:\/\/www.pbs.org\/newshour\/bb\/kind-threat-russia-pose-u-s\/\" target=\"_blank\" rel=\"nofollow noopener\">adversaries<\/a>.<\/p><\/blockquote>\n<p>And leaves me with the question of whether the use of drones was purely a decision based on the politics of the moment by President Obama, or served more purposes than that. I&#8217;d like to think that his ability to plan for the long-term dictated the multi-purpose use of drones.<\/p>\n<p>On another level, the development and use of drones is an effective demonstration to the world, to allies and enemies alike, of the efficacy of just such weapons &#8211; and possibly an inspiration.
